Restructured stencil definitions

Stencils used for LB simulations have the lattice speed of sound, equivalently the thermal reference temperature, as an inherent property evaluated as a function of the corresponding lattice weights. This MR rewrites the stencil definitions to include the lattice speed of sound as a stencil attribute for all supported stencils. Additionally, the weights associated with a higher order 2D stencil, namely the D2V17 lattice are also included.
