Add operators needed for Energy equation in TALA

This is in relation to hyteg#243 (closed)

Basically adds div_k_grad and shear_heating identity and blending versions.

As the main pipeline in hyteg failed due to unused variable error, I thought of turning it off locally to this repository. I remember @he66coqe also suggested the same in a recent discussion.
